Visa Rules Update Affecting All ATM Operators

All ATM Operators that accept EFT Networks such as Visa are subject to the Rules of the respective networks that are present on the ATMs they operate. The Visa Rules are publicly accessible and can be found at https://www.visa.com/en-us/support/visa-rules.

Visa has updated its Rules for ATM Processors and ATM Operators. These updates require ATM Operators to:

  • Maintain a current ATM Operator Agreement addressing every terminal. This agreement must clearly identify the agent, operator, or owner of the ATM and include verified address information for the ATM location. Language stating that the ATM Operator may be terminated for failure to comply with the ATM Operator agreement must be included in the ATM Operator Agreement.
  • Maintain complete and accurate ATM data records for each terminal and must provide these records upon request by Visa for any reason at any time.
  • Maintain the ability to retrieve and provide on demand the electronic journal (“EJ”) data that can be managed or accessed through various supported systems, including Moniview, GenRMS, Triton Connect, or by enabling and uploading data to cdsatm.com.

Terminals not in compliance with the demand or request of the sponsor bank or the EFT Network are subject to suspension of service, EFT Network fines, and further action where:

  • A terminal is determined to be violating an EFT Network rule, a law, or regulation.
  • ATM Operator Agreement for the terminal cannot be provided when requested as part of an audit, investigation, sponsor or EFT Network request.
  • EJ data cannot be provided for a listed device.
  • The ATM Operator does not use the appropriate MCC and other required indicators to identify an ATM Cash Disbursement Transaction, as specified in the Visa Merchant Data Standards Manual.
  • ATM Operators may not knowingly submit any Transaction that is illegal or that the ATM Operator should have known was illegal to an ATM Processor.
